Council of Representatives Election Composite Report
In the December 15 election, 11,895,756 valid votes were cast inside Iraq and 295,377 were cast outside of Iraq making a grand total of 12,191,133. This was an increase over 9,852,291 ballots cast in October and 8,550,571 cast in January. There were also 139,656 invalid votes (1.1%) and 62,836 blank ballots (.05%) – for a total of 12,098,248 votes cast on December 15 in Iraq and 298,383 outside of Iraq (valid ballots plus 1,912 invalid ballots and 1,094 blank ballots) for a grand total of 12,396,631. If the in-country total is applied against the number of individuals in the voter registration database (15,568,702), it represents a turnout of 77.7% compared with 63.3% for October and 57.7% for January. Iraqi Out-of-Country Voting in Washington
Out-of-country voting for the Iraqi election began on March 5, 2010 in 16 countries around the world. The Iraqi ambassador to the U.S., Senator Richard Lugar (R-IN)—an IFES board member, and IFES President and CEO Bill Sweeney visited the polling station in Washington, DC. It is estimated that at least 2,500 Iraqis will vote at the DC polling station.

Democracy, Economy and Gender In Uganda: A Report of a National Sample Survey
In the run-up to Uganda's referendum of June 2000, a national survey was conducted of a representative cross-section of 2271 adult Ugandan citizens. The survey covered all four regions of the country (northern, eastern, central and western), including 36 of the 45 administrative districts. The purpose of the survey was to assess popular attitudes to democracy, economy, civil society and gender.

“Papers on Referendum, Politics and Religion” is a booklet that was written in 2000 by Micheal Kaggwa. The literature is composed of three papers: one on religion and politics, one on the referendum and its implication on Uganda’s political development and one on why supporters of political parties should participate in the referendum. The papers seek to enhance voter efficacy towards democratic values and to address the role of religion and religious leaders in Uganda’s political discourse.

The vote would determine whether Uganda would remain in its no-party “Movement” system or switch to a “Multi-Party” system or other form of democracy. “Guideline for Accredited Monitors for the Referendum Slated for 29th June- 2000,” is a pamphlet published in 2000 during the lead up to that year’s referendum on Uganda’s political system. The pamphlet describes what the roles of the international observers will be in the 2000 elections. This includes verifying that the electoral process is carried out within the confines of the law and acting with impartiality as stewards of the election.
